I’d be more concerned with exposure to the vinyl chloride monomer. That’s some very nasty chemical.

There’s still plenty of VCM around. It is still in the soil and was shown as a sheen on bodies of water.

true. that'd be better though, they shouldn't have burnt it. They should have let it just be in the soil around the train tracks, but they'd need to remove all the toxic soil which would be costly and take time and they wanted to reopen the train tracks quickly.
