Philippines does make sense in the ocean waste polluters chart in that tweet. They've done a lot of "recycling" business where 1st world countries ship them containers of plastic trash and they essentially just dump it in the ocean. Not sure how you make money out of that, but I'm sure carbon credits are involved.

They're paid to dispose of it properly.

Yes, that's what they're paid to do. I was meaning that I don't understand the economic benefit to - say, Canada - of shipping a container of garbage halfway across the world.
