I see that most are still staunchly against this because they would see a right-wing faction as a repeat of the Confederacy in that would instigate war against more liberal nations and end up being defeated.

If both countries are able to split the nuclear weapons fairly, then perhaps a civil war could be avoided?

At worst, there would be border skirmishes and disputes, but Pakistan & India shared similar origins but they still avoid all at war because of having nukes.
