There's a lot more grey areas involved. For example, computer hackers can always be rehabilitated and help improve tech company security. Or someone who pirates music/movies could do so in the name of preserving digital content.

But Drive by shootings, human traffickers, arsonists etc are all degenerates whose sole purpose is to bring us all down to third world levels. Their existence can be culled from the gene pool without issue.
