I was thinking about this the other day but the other side is that men with higher testosterone commit more crime.

If you look at the countries with normal levels of testosterone they likely have higher violent crime than the West.

Even the demographics within a country with higher testosterone commit more crime than the average.

So that's one trade off and probably the reason nothing much is being done about it.

Testosterone doesn't really lead to aggression inherently, the trouble is the aromatization into estrogen. Overly high estrogen can often lead to mood issues with men who are high testosterone.
