I see you've misunderstood.

In this post, when I said "This is not part of the justice system", the meaning is that the random survey of who has been raped is not part of the justice system, and therefore the presumption of innocence doesn't apply. No one is going to jail. The meaning is not "the presumption of innocence is not part of the justice system".

Fucking waste of time.

You should be a little clearer then. Also that just proves my original point that it's absurd to say you know how many rapes are occurring that aren't reported. Unless you subject a claim of rape to the scrutiny the justice system would you can't know if one has occurred or not which is why your initial statement -- of course again you cite no evidence of these claims of unreported rapes -- is nonsense.

Unless you subject a claim of rape to the scrutiny the justice system would you can't know if one has occurred or not

The Justice system has racial biases. A well designed survey doesn't. There's a lower standard of proof, but at least you could, conceivably, compare black on white rapes with white on black.
