The reason he did this was due to Japan's threat to American and Western influence in Asia aswell as Japan's brutality in the chinese war and he had reason to be hostile to Germany and wanting to assist the UK.

The US was getting involved in the global economy after their success in the first world war, especially in Britain and Western Europe. German dominance of these regions would mean american economic interests would be cut off hence why the US offered the UK material support in the atlantic war. Germany's jingoist outlook under the nazis and their agreement with the Soviets also put the 2 nations on negative terms.
