This is actually the same thing. The amendment to SMITH-MUNDT was introduced in the 2011-2012 legislative session and was finally added to the NDAA passed in late-2012 that funded fiscal-year 2013. Now, you might say, "Then this can't have anything to do with SHES because the Act didn't become law until late 2012" but, you'd be wrong. The feds are always out ahead of this sort of thing. The reason the government passes laws like this is because the government is already guilty of the behavior. I also believe that SHES was a test-run for the acceleration of mass-propaganda events/false-flags.
