If anyone was trying to thin the population than the virus would have been the weapon because it can be made to look natural or have its release look accidental unlike a vaccine.

But with the vaccine, they can blame the virus, and impose ever greater restrictions on the people "for their safety", more vaccines, more totalitarianism, more tyranny, constant terror on the populace... Every demented psychopath's wet dream.
