Sounds like some we wuz tier stuff which the right has a bad habit of promoting I would need some serious evidence for them being related to Europeans or present around the world, but then again academia in general has a very orientalist bias, for example many things attributed to the Islamic golden age are Greek or from other cultures, things Europeans "stole" from other cultures were independently invented (like the compass during the Middle Ages for example). Murray's Human Achievement caused a fuss since it didn't fit pro-nonwhite/orientalist narratives. So I wouldn't be surprised if there were some ancient civilizations in Europe predating Sumer etc... Or if civilzation was older in general. But I am not sure about pale-skinned voyagers giving everyone knowledge.
