It is for price support. You know those high grocery prices you are paying? The government is paying farmers to create artificial shortages to keep your prices high.

It means buyers like restaurants, hotels, schools, and sports venues no longer need ingredients, which has in turn caused demand to plummet in some cases to half its regular levels, Producers in some states have been asked by the cooperative Dairy Farmers of America to dump thousands of gallons of milk which is now un-sellable, according to the Milwaukee Journal Sentinel.

I'm pretty sure this and other such things are rather common, it's to fuck with supply and demand to keep the market stable as far as I'm aware. There could easily be ulterior motives but this isn't rare.

Doesn't the U.S give away a surplus of their own food to Africa?

It actually has a negative effect on their continent, because actual African farmers can't compete against "free" stuff being handed to their nations instead of buying stuff locally.

So destroying U.S crops may sound bad at first, but then consider where they were going to ship it off to anyway.

The same thing happened in European countries when they joined European Economic Community decades ago. The result was that Greece, a producer of lemons, had to import lemons from Argentina and Israel. Similarly for other products as well.
