The elites are masters are steering movements in neoliberal directions. The people who tore down the Berlin wall didn't want Berlin to be the gay capital of Europe and full of Muslims while the NSA records people as much as stasi did. Every time there is a revolt in South America against some corrupt leftist the result always becomes to sell the country's wealth to international oligarchs. Brexit went from a Brittish nationalist project to importing millions of people from India and Hong Kong.
