In order to be considered "racially" jewish, they must have a jewish mother.

That's only according to the Rabbinic law, and there are patrilineal sects of Judaism. Whether someone is halakhically Jewish has little to do with whether someone is racially i.e. genetically, biologically Jewish. In my view, anyone who's Jewish enough for Israeli citizenship is Jewish enough for their loyalties to come into question.
