While oriental IQ is higher on average than european IQ, european IQ has higher variance, so more geniuses, so more intellectual output.

Intelligence is a necessary condition, but not a sufficient condition, for a civilized society. Jewish communities are indeed a good example. But their problem is that they have a horrible religion - Judaism. Good religion is also a necessary condition for a civilized society. Europe had a good religion from the Reformation until recently. Europeans (whites) need to both prevent IQ decline and to recover a good religion if they are to have any hope for the future.
