Because he is a president, not a dictator. He can't do whatever he wants. He could get assassinated, he almost got impeached and he has his government working against him. He has almost no friends and even his own administration lacks loyalty to him and his ideas. He has to handle these powers and please them because they have a lot of power and they already are making life hard for him even when he is going out of his way to be nice. There's still plenty he's done that he didn't really have to do.
