Because he is a president, not a dictator. He can't do whatever he wants. He could get assassinated, he almost got impeached and he has his government working against him. He has almost no friends and even his own administration lacks loyalty to him and his ideas. He has to handle these powers and please them because they have a lot of power and they already are making life hard for him even when he is going out of his way to be nice. If he want to war with the zionist lobby his life would get even harder. He is desperate for powerful friends.

There's still plenty he's done that he didn't really have to do. Obviously he can't go full 1488 but he also doesn't have to constantly ignore riots, call white nationalism terrorism, etc., especially when he's shown that he is capable and willing to use executive orders to do things that would normally be blocked.
