Smells like bullshit.

Even it it's true it's not an act of war in my opinion. Lots of allies put bounties out on peoples soldiers for various reasons (and russia isn't even an ally so I'm not surprised they might have done something like this). Israel is also an Ally and they worked with the Saudis, neo con and the pentagon to orchestrate an attack on 3 buildings in the United States. 3 dead marines is nothing compared to 2,996 civilians dead and billions of theft on illegal trading.

I'd be unsurprised if these bounties were real and I expect the ""deep state"" of the USA does the same thing. The US created the Taliban to fight the USSR, for instance. One among countless other examples of the so-called "good guys" funding/supporting violent idealogoues of any conviction as long as they fight the other side. That's just the reality of modern geopolitics

Taliban came after the Soviet-Afgan War, it was formed as a pro-Pakistani group by Pashtun refugees in Pakistan in 1994 to defeat the other warring mujahid groups.

As an American I'm not happy about anything bad happening to American soldiers, even though I don't think they should be in those places to begin with. As an observer of international politics I'm not particularly surprised that Russia would be doing what little they can to make our occupations that much more costly. I also don't really see what USG could accomplish from forcing the issue with Russia even if they did know about it.

The NYT is citing anonymous sources and every one else goes on the record denying it. That makes it about a 99% chance either NYT or their source pulled it out of their ass.

I think that they are enraged that Russia ruined their plans in Syria (regime change) so they are desperately trying to find reason for the US to stay in the region and continue with their plans. The bounties are either fake or the CIA is involved in it.
