I assume this "method" (more a scam) has been implemented by various groups long before this again and again.

At least going back to Venetian money-lenders in the 13. and 14. century when they "invented" book money on some bigger "scales" than the Chinese could at that time.

The Chinese implemented some trade restrictions on themselves for cultural and war-tactical reasons, i suppose.
