Who is going to arrest them if they run the justice system and the military? If they effectively subdue the public anger, then they get away with it. That's the real problem

You need a whole system to actually take them down. Courts, judges, lawyers, jurors, security, police, prisons, government, authorities, media, public support, etc etc etc.

They are the "authorities". And they get to decide what's worth pursuing or not. They are corrupt. All their systems are corrupt. Corrupt as fuck.
