It is, but enforced immigration is different. You can look at UN documents illustrating the desire to create one race by flooding European countries with immigrants. This is the long term plan. They even show in the document the outcomes of open borders vs. vetting, ect., search UN mass imigration outcome document.

I'm being facetious. Ireland is for Irish citizens, and anyone that they want to invite; circumstances permitting (war, etc.).
