Dissident laws, laws of involunetary confinement based on what is deemed mental illness by the state. Hygiene, simply put, is to wash the dissident thoughts out of you. To drug you and control you, or simply confine you.

THis is exactly what they did in the soviet union. They'd either execute dissident writers or simply detain them and throw them in mental institutions.

The Baker Act is one small aspect of a much larger agenda.
