I think this tech was released to the general population so that when severely damning video evidence of the elite evildoers finally comes out, they can scream "faked" and point to things like this.

Oh yeah, but they can't fake a grainy video of a shooting. Nearly everything is fake these days. 90% of what intelligence agencies do today, is psyops and deception campagins.
