Disinfo or misinfo, it was in 2012, says it in the article. WHY POST 2003 if it says it was passed in 2012 in like thr freaking first paragraph? Did you even read it? The 2012 date is important, becasue it directly correlates to the rise in high-profile mass shootings at a methematically impossible frequency, from 2012 - present day. They're just exercises afterall.
