Why do they do this? So, the non-plyaers do not know in their systems (multi-channel support) if it is real or just a drill. This creates confusion and thus the plan will be able to be carried out effectively null of defensive measures. The FAA joint drills is another 'coincidence' needed to confuse systems and planning.
