I've been digesting Muller's statement, and it leads me to suspect some things.

President Trump did not anticipate the trap which had been laid for him. He should have, but it seems to me that either he's just not that smart or maybe he was not prepared to play the politics game at this level of detail. Maybe both, but he could still surprise me.

The Democrats will continue the push for impeachment, until President Trump's second term ends if need be. It's not clear to me yet whether or not they will succeed. They will do this because they think it will benefit them politically, which I'm not yet convinced is true. If President Trump somehow survives impeachment efforts through to the end of his second term they will lose interest in him, because this effort is about political power and not about truth. It isn't yet clear to me that people understand this subtle difference and why it would matter in a sane world.

Muller seems to want out because it doesn't benefit him to participate any further in these shenanigans. Were he a man of good character I'd expect him to stay in the game, but that doesn't seem to be the case. He's obsessive about the details of the law and fulfillment of his duties down to the finest points, as we might expect of one in his position, but that's where his interest ends.

But significant parts of the Democratic party leadership are against such a system. They fear for the large donations and other bribes the pharma and health industry throws at them.
