Because the FBI helped to cover up a Mossad neoconservative false flag. Hence, why I knew the Mueller report was a distraction and both Mueller and Trump are buddies in secret. All distractions.

Not much info to go on. But this was probably done to imply MOSSAD KNEW but were not behind it. They merely "documented the event." Thus, the terrorists who hijacked the (operation northwoods) planes were muslim and Mossad simply knew it was going to occur.

The problem is Mossad did 9/11 with Saudi intel and the CIA, NSA, and higher up intelligence (neocon dual-israeli faction as well as the war profiteers; compartmentalization kept people from knowing the true agendas.
