Many governments have tried – and failed – to stop people from drinking alcohol. It's easier to ban the marketing first, so people have time to stop being addicted, but honestly? Let people drink alcohol; it's already enough of a social taboo that it'll gradually phase out. That's happening already.

If we keep up the social ostracisation, people'll stop drinking alcohol as much. Aggressive marketing campaigns – like with cigarettes – will help.

(Also, I'm not certain that "the herb" is much better, but it seems less addictive. The adulterants are what you should be more worried about.)
