The State of California is pushing hard for a per-mile tax. The argument is that electric cars don't pay for road maintenance via gasoline taxes, so taxing per mile is the way for everyone to pay their fair share. Of course, they won't let the gasoline tax go, either, so it is likely that gas cars will have double taxes.
