An economics genius like yourself should know that the only Chinese population that counts are the ones paying taxes, and the decreasing tax payer base propping up a larger elderly class is going to be very problematic economically for China, and that is what they are referring to by population decline - the number of Chinese Nationals of tax-payer age vs the number of oldsters they have to support, not the number of Ethnic Chinese in the world. This is an issue of National interest, not racial interests, its about the solvency of their government not about ethnicity, and they are not by any means the only country with this problem. Most first world economies are in the same boat demographically (France, US, Japan, Canada, etc etc), but address it with mass immigration unlike China.
