It only feels that way because brains normally don't want to accept that they are factually wrong about something. What you're experiencing is called cognitive dissonance. Part of your brain wants to say that the evidence showed the government censoring the internet. But the other part knows we didn't see any such thing in the very best of what Elon had to show us. So its causing you confusion

In other words, the secretary of state’s office did not “direct” Twitter to remove the posts, as Ward put it in her letter to the attorney general, but rather it requested their review.

So if government staff can't press "report this tweet", can they edit Wikipedia? Can they update opening hours in Google? What's the general rule here

No, he legally recognized that VOA/RFE couldn't broadcast in a way that Americans wouldn't hear because digital radio and internet had made that impossible. Different to what you said.
