The gas was no longer flowing from Russia as of recently. The pipes were inactive.

True. However, this means those pipes won't be active ever again. Even if Germany changes their mind and wants to trade with Russia again.

If they repair them quickly then clean them out from all of the sea water, they can continue to be used. But if the sea water remains in them for too long, they'll corrode from the inside out and then become useless for their task.
