I don't disagree with you, they are not doing their duty, but the reason for not doing their duty can be many. Incompetence, laziness, etc.

But the police have literally admitted to the failure that on this occasion, they didn't want to upset the Pakistani community in fear of being seen as racially profiling.

Cause and effect. The effect is lack of adequate policing, the cause was avoiding getting involved in the Pakistani ghetto.

This all partly stems from when stop and search rights were ended because so many black teens were caught with knives and drugs, which was seen as targeting the black community. The Islamophobia propaganda following the ongoing terrorist attacks have also contributed to this nonsense. If the ever victim decendents of brown people would stop getting their way, we would be policing correctly and arresting them for their crimes.
