There are a couple of reasons why Torre Windsor was different to "those other buildings".

For a start Windsor had a concrete frame which has vastly different structural performance and behavior in fire. While reinforced concrete does small steel bars buried in the concrete these can't be compared to steel columns and beams in a frame.

Secondly, the building was undergoing refurbishment which meant large parts of the facade were open. This releases heat from the building, reducing compartment temperatures and thus the survivability of the structural elements.
