Good. Everything the "ruling groups" touch is corrupt and degenerate but not only in the music business, of course.

Government should do pretty much nothing to the music industry but (maybe) collect taxes from them

We already have laws in place to deal with it which aren't being enforced because the government has been corrupted by those same people. Nothing should ever be too big to fail. If any entity becomes so big that it's failure becomes a threat then it should immediately be broken up and regulated.

Monopolies should be broken up, instead the government is used to enforce them.

The music industry is the least of our problems. With modern technology anyone can self publish. The part that needs to be regulated is media. They have an effective monopoly on media and there are already laws against that. No person or group is allowed to own more that 7 media outlets. That is clearly not the case. No one should be allowed to own more than 25% of any media type in any market. Any collusion between media organizations should be treated as racketeering. For example the collective banning of certain people. That proves collusion and should be prosecuted.
