Words are symbolic representations that refer to concepts and the reality they stand for. Numbers are symbolic representations that refer to quantities and the reality they stand for.

In either case they are true if they conform to reality or false if they don't. It is the reality itself that either is or isn't, and not merely the symbolic representations that refer to it.
