This sounds like FUD.

Basically disinformation mixed in with the truth in order to discredit whistle blowers who might one day expose the crimes against humanity that took place.

What most likely happened was the government used children for these experiments but what actually took place was the children were drugged with psychedelics and hallucinogens.

By showing this propaganda to everyone the next time a normie is presented with an argument about government experimenting on children they will remember this stupid video and automatically reject everything.
