There's no reason why people should just conform with mediocre rulers. The integrity of the institutions of the government have to be protected as a priority.

Too late. Institutions are corrupt. Regulators are captured. Rulers are illegitimate. Anarchy is the solution - an-archy = the absence of rulers.
