Anyone who took an 8th grade science course will know what a chemtrail is, and that "airial media" and "nebulization, thermo nebulization and micro nebulization" are not related to chemtrails. To me there is a mixture of things here:

Order SND/351/2020, of April 16th, which authorizes the Armed Forces and Units and Military Emergency Units to use biocide chemicals authorized by the Ministry of Health for disinfection in order to deal with the Covid 19 Health Crisis.
To me it looks like the spraying from trucks that they do a lot in China. It does not work, but they still do it. The more power you give a government, the more crazy they become.

In 2015, four State Meteorological Agency whistleblowers announced via the European Parliament that planes were regularly spraying throughout Spain:
This is more the classical chemtrail kind of stuff. But no further info. Is it a rumor? Or is it about a test-project?

With some background in aviation, am still trying to verify the reality and extend of this. A lot of people seem to mix-up common contrails (standard airplane exhaust) with chem-trails (special chemicals). Normal contrails already start some cloud-formation, but factories and power-plants do this too.

Some states in the US have favourable climate for contrail formations. It may or may not be what it is, and only deep testing the air for contamination will

That’s not what this article nor the original report says, and you would need to be absolutely psychotic to think the volume of chemicals that even an entire fleet of planes could carry would be enough to give anyone at ground level at dose of anything when released at such an altitude. Protip: even if chemtrails were a thing, being able to see the “chemical” as being a tiny far away trail means it is nowhere near you and has not dispersed.
