I don’t think the ruling groups are all that interested in eugenics themselves but rather depopulation and genocide. There's probably atheists and capitalists mixed in that sought to keep the best genes for themselves, but I think they are overall more interested in keeping their easy way of life more than anything else.

And well, the Jesuits themselves are Christians that want to merge people's minds with machines because they see it as a perfect union with Christ (?) It's crazy even for them.

This is good and necessary.

But to make a better race always involves elimination of those who do not have “good” genes.

This is not true. Lies like this are used by the upper cast who have been using selective breeding to thier advantage for generations to convince the gullible lower classes not to do the same for thier own kids. Thus they eliminate the threat of viable competition springing up and challenging thier dominance.
