Until someone is truly dead you cannot harvest his organs. Some brain dead people wake up, which is impossible unless they’re not dead.

Some brain dead people wake up

Truly brain dead people cannot wake up. They aren't asleep. Their brain stem is no longer active, and cannot "get better". Brain death is not the same as a coma, or a persistent vegetative state (when the brain stem is still active and can keep the lungs pumping on its own). It is true that there are a few conditions, such as some massive drug overdoses, which might temporarily mimic the signs of brain death for a short while, but that's generally usually obvious when that is the case.
