it doesn't happen exactly every ten years nor for every US presidential election. I think they do it for reasons of getting people vaccinated with something that weakens and kills them, lowering population and/or controlling the population. And the elites probably have data showing them when it is time to do so, whenever a revolution is getting more likely.
