Interestingly the industrial revolution started with factories powered by water wheels before steam came in so they did have to work with the natural environment.

I think the reason they switched was reliability. This is still a big problem in the UK. Thinks have to always be consistent, businesses and people can't deal with time outs or things not running exactly smoothly. They can't deal with seasons or changes you get from nature. We have to have the same vegetables in the supermarkets all year round even though they don't grow here all year round. If there's a need to train truck drivers up then the country starts panicking even though there are plenty of people willing to do the work because a temporary change in how the system works breaks it.
