Efforts had been made to deport him, but the New Zealand Government insisted he stay.

Not exactly.

It was the New Zealand Government that made the efforts to deport him. But his lawyer argued that he should be a protected person, which protects him from being sent home to a country where he might face torture or persecution.

New Zealand law recognises some refugees as protected person in accordance with international agreements including the UNHCR Convention.

The New Zealand Government pretended to make an effort to deport him, I'll give you that much.
