According to the Talmud, sex with non-Jews is bestiality (rape or not), so not okay. I don't follow the Talmud, but rabbis are supposed to.

I am completely disgusted with humanity, so I have no problem with Jews screwing people over with the minor exception of Anabaptists and Japanese who I still have some respect for. The rest of humanity can go to hell.

^ ^ ^ Perfectly legal during a time of war. It is perfectly okay for Jews to rape non-Jews to satisfy their urge, according to many Israeli rabbis today, but why would they want to rape a gross non-Jew? Right?
