I believe the CIA itself to be the biggest drug cartel in the world. I wanted to share this case related to Bolivia according to Levine. Levine thinks the CIA had an instrumental role in the creation of the Bolivian "The Corporation" drug cartel. It's a good example of the CIA using extreme right groups in order to take over a nation. However, the myth of the CIA being right wing is wrong too, just check the CIA's relationship with Castro, for example.
