The Chinese Communist Party knew their financial system was increasingly unstable because of over-priced real estate market, massive shadow banking debt, over-leveraging in LGFV, increasing bankruptcies throughout 2018 -19. Push back from the US on China's massive trade surpluses (which had been foolishly tolerated for the last several decades) seemed to make an bursting of the Chinese economic bubble all but certain. They being a case, when the bubble burst, the Chinese Communist Party needed an excuse.
Seeing their plans for global surveillance via 5G dominance furthermore thwarted in several markets by bans from the US, they issued a classic warning they often issue prior to aggression and conflict, "Don't say we didn't warn you" in May of 2019.
Wary of the impending re-election of Donald Trump in 2020, which seemed likely due to the booming US economy and the weak field of candidates in the Democratic party, they hatched a plan to start a SARS epidemic in the winter of 2019-20. This would serve as both cover and cause for the bursting of the Chinese bubble. As an added benefit, the events would be timed to create havoc in the 2020 presidential elections in the US.
The plan was for the disease to be inoculated into a poorer urban area of the country, and to be allowed to spread -- until the stage was set for the Chinese Communist Party to ride in, and appear to save the day through the issuance of pre-planned draconian directives including increased surveillance over the public, lockdowns, and pre-planned demonstrations of infrastructure prowess. The success of the projects, combined with the show of control, would prove the ultimate propaganda vehicle to instill trust in the totalitarian system, tamp down dissent, and inflict damage on geopolitical adversaries. It would further provide cover for the purge of dissenters in various parts of the country, who would be simply made to disappear in the midst of the havoc, and tamp down protests in the vassal city of Hong Kong.
Knowing that Chinese draconian public health initiatives would be simple to deploy within their totalitarian framework, but that western democracies would struggle to mount a response due to their diversity and fixation on identity politics, they enlisted a fellow Communist at the World Health Organization, Tedros Adhanom Ghebreyesu, possibly involving bribes, to initially downplay the epidemic, and to discourage under the guise of "racism" the travel bans that would prevent spread of the deadly disease throughout the globe. Any attempts by other countries to avert the spread of the disease into their borders using border controls were to be met with accusations of "racism" from Chinese diplomats, also at the direction of the Chinese Communist Party.
So the Chinese Communist Party tested several of their bat isolates, obtained from pangolins or caves in the wake of the 2003 SARS epidemic, on recalcitrant Uyghurs plucked out of their concentration camps. They identified a virus was highly contagious and killed about 1% of population, which seemed high enough to cause havoc, but not high enough that they feared losses more than they were willing to sustain among their fellow precious Han Chinese. They also selected the new disease vector for higher transmissibility in temperate climates, so that the bulk of the damage would be inflicted upon their primary geopolitical foes. This was done to give further assurance to their co-conspiratory, Tedros Adhanom Ghebreyesu, that the continent of Africa and othr third-world countries would be minimally afflicted.
