As for the propaganda:
First off, the science is absolutely NOT on the side of mixing. Hybrids are most often sterile, if not deformed.
Secondly the official narrative is that there is more genetic diversity within races than there is between races, entirely contradicting this propaganda. If one want to "cross breed" one would do better by staying within the same race.
Third, race lines DO stop where you draw them because race is defined by how you draw the lines. Genetic differences are not perfectly captured by race, but that is a different discussion entirely. It is not tenable to give everyone a genetic test. In as far as one can determine traits proximally one would absolutely do better to select for desirable traits even within racial groups.
