On 9/10/2001 Donald Rumsfeld announced the Pentagon had $2.3 TRILLION unaccounted for. The very next day the 9/11 attacks occurred. On that day the world changed and in the rush to fund the war on terror, the investigation into the missing $2.3 TRILLION dollars was forgotten.

No. The deep state was around long before and after 9/11.

The deep state IMO usually just means the non-elected state with policies that never change. The deep state is made of people that have government jobs all their lives, never elected, never changing, even if the politicians do. It's fair to say there's a lot of overlap with "shadow government", secret agencies, etc.

The global war of/on terror was new.
