The Haavara agreement ended in 1939. The number of Jewish emigrants wasn't what many Israeli Zionists claim it was today. Many, left for the US anyway, and Zionists and Jews of all kinds of sects left for Israel from the beginning of the 19th century.

The Nazis taxed emigrants under the Haavara heavily, especially rich Jews. One can read what Hitler thought Israel would become if a Zionist majority was to emerge there. He accurately predicted what would happen but the Nazis already had plenty of documents on the Zionist project which predated the Nazis by more than 100 years.

Secondly, the Jewish Lehi wanted arms from the nazis but, instead the Nazis fought on the side of the arabs in Palestine, literally started an insurgency against the British and Zionists in Palestine. They also armed the Arab resistance against the Zionists. So, the Haavara was a means to end the boycott and it ended in 1939 as an offical decree.
