Those are the colonies who conformed after centuries of oppression, have hierarchies of oppression, have been herded into the cities, and speak English. The colonizers don't want to live in squalor so their "clean" influence spreads as their power does. From these "clean" centers of power they can exert their force upon other nearby regions and fuck their shit up royally so that they are pummeled back into the stone ages and seem to desperately cling to life in filth and crime by comparison.
