We all know the deep state and the CIA are interested in the astral plane and they have researched things like psychic abilities before. I think this document touches many of those topics.

The document says that the CIA has been experimenting and may have even actually found a way to access what many religions describe as the root or what Jung might call the "mind of god" a place where the physical and the psychological archetypes mix but it can't quite be considered either of the two and in which all knowledge of the past, present and future is stored.

They missed a key part. Transcendental meditation and a little mathematical visualization software is all you need.

What exactly would this mathematical visualization software run on? And which would you say is more ripe for manipulation and exploitation? The hardware, the software, or the wetware?

These are just words without context. There is no inherent meaning in them.

As for consciousness, you can't say for certain that you are expanding consciousness, especially if this is how it 'feels'. You may in fact be losing perspective and control, similar to any drug addict or religious zealot. Perception is most easily gained from stationary positions and existing within rule sets ̴̧͢

And all you have to do to believe that, is build the hardware yourself, and write the software from scratch.
